Most crowds these days are rubbish. It is rare for a hot crowd now which is a shame because that helps make the show better.

Dunno I'd say it's not all on the fans the product waivers half the time it's not even made clear when to cheer.

When The Rock did it, he put a whole heap of crap on the guests, Cenas just being a whimp.

This is meant to be cringeworthy. This is the point of the segment, Foley tries to help Cena but in the end it fails and doesn't turn out as expected.

It is the exact same thing Foley did with Rock ten years ago and the fans ate it up then. Either both segments were terrible or both were great. This crowd simply sucks, they are meant to be part of the show.

Not true at all nobody likes Cena so nobody likes this segment do this segment with Ryder it's be over do it with half a dozen guys and it'd work it just won't work with cena.

Also Foley did get in the ring saying he was going to make the fans Cheer Cena so by not cheering it's almost appropriate.
