I don't know if Begins was so much overrated as it was just bad.

Actually, I thought Begins was better than The Dark Knight because it didn't drag on during its final act for way too long.

People call one off the best films ever when I wouldn't even call it one of the best Batman films ever. Burton's Batman blows it way.

I must be missing your point, because Crane actually is Scarecrow and even earlier in the film he used the mask to freak out Falcone. But I do agree that he wasn't the best villain for the movie, just more of a convenient one than anything else.
