I don't know if Begins was so much overrated as it was just bad.
No, it's pretty overrated.
People call one off the best films ever when I wouldn't even call it one of the best Batman films ever. Burton's Batman blows it way.

Scarecrow was so-so, way better in the comics, but Neeson was outstanding and Tom Wilkinson fucking owned as Falcone.
Even then he just wore a sack on his head while still wearing a suit. It was lame.Crane didn't even become Scarecrow until the very end for like 5 seconds

I must be missing your point, because Crane actually is Scarecrow and even earlier in the film he used the mask to freak out Falcone. But I do agree that he wasn't the best villain for the movie, just more of a convenient one than anything else.
