He was calling other people scum for not wanting to vote Mando. IMO, Scum would encourage that sort of thing.
Lethal proved to be scum, but Switch was trying to push the Man vote which also proved to be accurate. He pushed it based on info that had been provided, much like he's doing with this.
Ekko even pointed out that Smark had "preflipped" Mando as scum.
