The mayor/governor role's origins go all the way back to the party game and in its original incarnation is was NEVER a scum role.

A governor that overturns what they perceive to be a bad lynch can be town or scum.

Also still unsure what point you're trying to achieve here. The logical solution, to me, is that it's simply a gov shot variant that can be used if a player has votes on them even though it's not majority.

I was also town governor in the game where Poyser was scum and odo/magic argued a bunch. forget the theme.
