An injured Orton would not have any major implication on the ratings. He's never been a major draw. He's been a decent secondary draw but he's never drawn as a major player (see Cena, Rock, Austin)

Orton is to blame as well. He has not way to emotionally connect with the crowd in a way that generates ratings. He's a talented technician but as a character he's boring and uninteresting. And he's been given shot after shot at becoming the top guy over the years. He was the heir apparent when he got called up but he didn't connect with the crowd in that way and likely never will.
Plus a crappy backstage attitude doesn't help him either.
He's a decent cornerstone, a secondary player, but he'll never be the big player or the big draw.
