To an extent you have to force it too. WWE dealt with it during their women's revolution when they started in 2015. All the "but why are you giving this time to more women when there's men that are more talented/higher draws, it's bad business" comments, but now look where we are years later with women main eventing TV regularly and it not even being noticed bc it's just normal now.
They won't get better or become more well known in order to become draws without the TV time in the first place tho
