The primary issue when it comes to these "promises" made with Russia is that:

1.) There was never any written treatise or agreement.
2.) That "agreement" became null and void the minute Russia began occupying territory in Georgia, because it was an agreement that NATO nor Russia would aggressively expand, and yet Russia flagrantly began conquering territory for itself.

It would be quite the feat. Last Empire was the Ottomans that died out due to the First World War. Similar to when Russia had its revolution. Would be an ironic full circle.

Not necessarily true as France and England still had colonies post-World War II, so technically they still counted as "Empires".

Technically, when you think about it, the UK is an Empire as well, since it's multi-national and consists of four states.

I mean I guess it depends on you define things. You could easily make the case the US is an empire. We have territories everywhere and bases on every continent.
