It's all opinion based. Ted was pretty amazing, and Step Brothers made me laugh my ass off a lot. I however don't think Hunger Games wasn't the best, mind you I enjoyed it. Just was sub par compared to the book.

My top 10:

1. City Of God
2. The Godfather - Part 1
3. Sleepers
4. Lord Of The Rings - Return Of The King
5. The Lion King
6. The King's Speech
7. Slumdog Millionaire
8. Spider-Man 1
9. Asterix & Obelix: Operation Cleopatra
10. Monty Python's Life Of Brian

Others:

LoTR: Fellowship Of The Ring
Bill & Ted's BOGUS Journey
Rise Of The Planet Of The Apes
Dogma
The Outsiders
Toy Story 1
Up!
Brave
Jay & Silent Bob Strike Back
Dark Knight Rises
Avengers Assemble
Trainspotting
Austin Powers: Goldmember
Wayne's World 1
Shrek 2
Rush Hour 2
Gremlins
Blood Diamond
Cool Runnings
Sweeney Todd
Donnie Brasco
High Fidelity
About A Boy
Kick-Ass

Too many more to name...huge movie geek right here!

NOTE: Not all of the ones I mentioned are "Best Movie EVER". For me, that title has to go to The Godfather, Part 1, closely followed by Return Of The King. Some are just movies I like even though they may not be that good (the Kevin Smith stuff, Cool Runnings, Bill & Ted, Wayne's World, Austin Powers, etc...I think you can tell quite clearly which :) )
