It depends. Some of them you need an emulator for and some of them are just .exe files that you load and play.

You do need one for Light Platinum, Visual Boy Advance is by far the best out there.

Well, yeah you don't want to go download Pokemon.exe or something, would be a horrible idea.

Pokemon Apex is a .exe, but I don't know if it's an actual rom hack or if they built it with the Pokemon Essentials tool.

Okay, never mind. Apex was made in RPG Maker with the Pokemon Essentials tool.
