Yes the guy who was literally called ‘The Chosen One’ in the first part of his original run, and was singled out by Vince on screen before his lack of charisma, personality, etc made his push untenable was picked for success.

Yes the guy who was brought back to WWE and immediately treated as a Star in NXT and then called up to the Main Roster and presented as a big deal was picked for success.

Most people would’ve been fine with him at least being used properly in the midcard, even there they didn’t do much with him. Yeah he had a US Title run, but was booked horrible, and he won the IC Title…. Lost it the next night. Yeah they are some who would have bitched about putting him in the main event, but I remember back then most people would have been more than happy to see him getting pushed in the midcard ranks maybe upper midcard. Not treated like a jobber.
