I think the biggest issue is that there's not a whole lot of investors (outside of Billy Corgan in 1999) who were really interested in buying into a hardcore promotion because very few mainstream media moguls would want that on their product. If FOX, the anti-authority channel of the 90s was anti-wrestling, ECW had little chance.

The great thing about Heyman is he didn’t necessarily need stars because he was the one guy that could literally make a star out of the guys that no one else wanted.
