Minnesota makes so much money and their budget is so balanced they literally are able to save money and store it away for major projects and public works. It's the only state in the US, IIRC, that actually has a surplus.

Texas has a "rainy day fund" type thing that hasn't been touched in awhile from past surpluses but I don't believe it's been added to in quite a few years and may have even been dipped into

Agriculture (Minnesota is US's largest sweet corn, green pea, and beet grower; it's also the largest turkey-farmstead in the nation), Manufacturing (3M), Science, and even Retail (Target, Best Buy headquarter here), and healthcare development (Medtronic and Mayo Clinic). The whole state is basically a who's who of major companies.
