I've heard this story
IIRC, it had to do with St. Paul being a waypoint for Japanese tourists during the 50s and 60s.

Meanwhile, my county's capital is Sister-Cities with Neu-Ulm, Germany. Since they both share the same name. :heston

That same town also has a statue of Hermann the German (for historians, it's Arminius, the guy who infamously slaughtered and entire Roman Army at the Battle of Teutoburg Forest).

New Ulm is also insanely German to the point of... just being weird with it.

Like the locals are very German, celebrating Oktoberfest (obviously), and just like. The best way I can describe it is they are obnoxiously proud of being a German town.

Funnily enough, that statue is legitimately the 3rd largest Copper Statue in the US. Behind the Statue of Liberty and that Portlandia statue.

Those southern cities were either under the auspices of Austria or some other authoritarian doofus (be it HRE, or Prussian overlords), and they also historically hated being told what to do so it makes sense that they'd be proud of their history and culture.
