Well, the Kliq proved that they could change Vince's mind more often than not and get their own way. That's what politcking is. It didn't hurt that the mid-90's WWF wasn't exactly the most prosperous era in the company's history (the exact opposite, actually... some refer to it as the dark ages of the WWF for a reason) and since three of the company's biggest stars at the time (Michaels, Diesel, Razor Ramon) comprised of 3/5 of the group, it's easy to see why it wouldn't be hard for them to get Vince to do most things the way they wanted them done. What was he going to do? Punish them? Fire them? It still frustrates many stars to this day what Vince let them (and especially Shawn Michaels, his rumored homosexual relationship with him notwithstanding) get away with.
And what about Bret? He's a victim of the politics himself. Both when Hulk Hogan refused to job to him in 1993 as well as when Michaels was supposed to drop the world title back to him at Wrestlemania 13, but refused.

And it was 1994 not 1993. There was plan by critive to have a Hogan-Breat match at SummerSlam 1994 but that chic not to b/c that did not know Hogan would stay for SummerSlam since contact with WWF ended shortly after KOTR so that have him lose the belt to there instead and had Younhata win the belt on that night since a 3 way match was a dream in eye at that time. So yeah, when the hammer had to fall, it was him who ended up taking the hit. And yeah, like you said, Vince wasn't about to go and fire some of his top stars, that's absurd. That's how they got away with so much shit, because they knew they usually were not gonna face much (or any) punishment.

The inaugural KOTR ('93) was built off the fact that it was Hogan's first title defense since he won the belt again at Wrestlemania 9. You really think Hogan jobbed to Yokozuna and then showed up and beat Flair for the WCW World Heavyweight Championship the very next month? He was filming Thunder In Paradise for a whole year in between, trying to get his movie/television career going. And the Hogan/Bret feud was planned for Summerslam 1993, not '94. Again, Hogan was in WCW in the summer of '94. By that time, Bret was already world champion himself again, having won it from Yokozuna in the main event of Wrestlemania 10.

ok yes was 1993 I got mix it up. But the plan was for him to lose in King of the Ring b/c Vince wanted Yokozuna to be WWE Champion so the Bret vs. Hogan match was scat! That is a fact. Crevie wanted Bret vs. Hogan at SS but Vince did not! And Vince make the final call as we all know that for a fact! And Hogan contact was ending and it ending shortly after KOFR PPV which is why that had the title with Yokozuna at KOFR and not SummerSlam b/c Hogan did not wanted right sign so that play apart in to. That could have had Bret face Hogan at KOTF PPV but Vince wanted Yokozuna to be WWE Champion so that what have been.
