As you'd expect, nobody gives a fuck about Orton since about 2004.

Yeah, it started to go downhill but up until we get to 2008, the average PPV headlined by Orton is still better than the average PPV not headlined by Orton. If you read the article on the site that this chart came from (http://www.voicesofwrestling.com/2013/12/20/is-randy-orton-a-draw/), they actually credit Orton for being a pretty good draw from 2004-2008.
I think the article makes a great point about why Orton doesn't draw well anymore and I'd also add that it helps to remember that PPV buyrates in general have been gradually decreasing since that time thanks to the overall product as well as the rise of more availability to online streaming sites.

I think we can all agree that Orton only works when he is the guy working with the guy. He can draw with HHH or Taker, but he can't carry a feud from a drawing or entertainment aspect. You can cite his lack of motivation all you want, but I think the dude just doesn't have a great mind for the business.
