if that was a tie. but if the guy with most votes wins the 1st one and the 2nd most votes gets 2nd hof until if there tie then we go to a tie breaker.

Say whoever gets in as the 2nd HOF'r had 33 of the 40 votes and then you had #2 with 4 and #3 with 3. You really think we should just stick #2 in with 4 votes? It should go to a vote off in that case
