The press release, ESPNs own FAQ about the DTC site, and the outlets actually covering the story have all said it's not only specific carriers, but if you log in you get everything.

"Fans can subscribe to ESPN’s direct to consumer product for 29.99 per month and get all the PLEs.
Or, if fans have ESPN through the following, they also have access to the PLEs:
-Hulu Live.
-DirecTV.
-Charter.
-FuboTV.
-Verizon Fios."
PWInsider.com is also told that YouTubeTV is not one of the platforms that will allow access, currently. If we learn that changes, we will update accordingly.
