I wouldn't say that is true tbh, I seen games where they keep active member wrong simply because its distracting to town sounds like Sabertooth could be that so I wouldn't push any lynch until everyone speaks.

The only way I could see scum keeping an active town around is if they're acting scummy. (See: Chimp when he's playing as town) Unless anything has any better, Sabertooth is the default lynch.
