This is not a new rule, I'm just trying to be a tyrannical douchebag again.
I have been talking about this everywhere so why not make a thread about it so that we can actually make this happen?
I'm going to use this as one of the many examples that we see daily:

No offense directed towards anyone but new rules should be imposed in this section and before starting a new BTB the booker
must PM some of your work to the moderator who then decides whether or not you should be able to start a BTB or not. If the moderator can't read 5 matches everyday then there should be another person incharge of that stuff who should read the stuff and then accept or reject the person with constructive criticism.
There should be infractions for spamming your own thread, bumping your threads without a valid reason etc. etc. and if that doesn't happen then well... a new moderator is needed. The section is way too overcrowded at the moment with so many active BTB's and half of them aren't even worth reading. I was brining back XWA and I scrolled through the first four or five pages of the section but it wasn't anywhere to be found. I was quite surprised to see that it had drowned away with all these pointless BTB's coming and going everyday.
If new guys don't follow the rules and the BTB section flourishes with no new BTB's then come and give me a hard slap on my face because I know that won't happen! The BTB section doesn't need anymore bookers but if they do want to step in, then they must be worthy enough of being known as a "Booker" Sure people need time to improve, so what? The moderator
or the person incharge can send in some feedback via PM and tell him to keep trying. When he comes up with average work then the guy is allowed to open up a new BTB.
Hell if it would go my way then there should be a BTB Feedback sub-section which I suggested along with the BTB Lounge but only the BTB Lounge was created and accepted.. In the feedback section a guy can post a match or two and people can give feedback whether he is improving or not.
Whatever the case, voice your opinions on this "NEW RULE" and tell me what you think about it over here in this thread....
