If I remember correctly it wasn’t an accident. Taker had just turned heel again so they thought by having him admit to setting the fire and framing Kane would get him heat.

The whole Taker/Kane story in late 98/early 99 is very confusing

I think originally the fire was an accident but then Taker turned heel and Kane turned face so they actually said it was on purpose
