President-elect Donald J. Trump on Friday picked a key figure in Project 2025 to lead the Office of Management and Budget, elevating a longtime ally who has spent the last four years making plans to rework the American government to enhance presidential power.

The would-be nominee, Russell T. Vought, would oversee the White House budget and help determine whether federal agencies comport with the president’s policies. The role requires Senate confirmation unless Mr. Trump is able to make recess appointments.

The choice of Mr. Vought would bring in a strongly ideological figure who played a pivotal role in Mr. Trump’s first term, when he also served as budget chief. Among other things, he helped come up with the idea of having Mr. Trump use emergency power to circumvent Congress’s decision about how much to spend on a border wall.

Trump was first indicted on four felonies in August 2023: conspiracy to defraud the United States, conspiracy to obstruct an official proceeding, obstruction of and attempt to obstruct an official proceeding and conspiracy against rights. The case was then put on hold for months as Trump’s team argued that Trump could not be prosecuted.

The indictment marked an extraordinary moment in American history — the first-ever accusation that a president sought illegally to cling to power.

The dismissal also marks a historic moment. Fifty years after Richard Nixon was forced by lawmakers from both parties to resign the presidency amid allegations of criminal conduct, half of American voters will return Trump to the presidency despite his own serious charges of criminal misconduct in office.

President-elect Trump said Monday that he will impose new tariffs on goods from Canada, Mexico and China through an executive order on the first day of his new term next year.

In a series of posts on Truth Social, the president-elect said he would enact tariffs of 25 percent on all Canadian and Mexican goods, and add another 10 percent tariff to all Chinese goods — many of which are already under tariffs imposed by Trump during his first term.

Trump said the new tariffs are meant to push all three nations to take stronger efforts to bolster border security and crack down on fentanyl exports to the U.S.

President-elect Donald J. Trump’s legal team found evidence that a top adviser asked for retainer fees from potential appointees in order to promote them for jobs in the new administration, five people briefed on the matter said on Monday.

Mr. Trump directed his team to carry out the review of the adviser, Boris Epshteyn, who coordinated the legal defenses in Mr. Trump’s criminal cases and is a powerful figure in the transition. Several people whom Mr. Trump trusts had alerted him that Mr. Epshteyn was seeking money from people looking for appointments, three of the people briefed on the matter said.

David Warrington, who was effectively the Trump campaign’s general counsel, conducted the review in recent days, the results of which were described to The New York Times. The review claimed that Mr. Epshteyn had sought payment from two people, including Scott Bessent, whom Mr. Trump recently picked as his nominee for Treasury secretary.
