They could always go about trying to out-PG WWE if they don't get Heyman...
They should cover the mat with bubble-wrap.

I'm not really sure what they're hoping Heyman is going to bring to the table? A new era of ultra violence? An all ECW stable comprised of entirely washed up talent? What can Heyman possibly do for the company at this point. I thought Bischoff and Hogan were supposed to be running the company in both reality and kayfabe? It's seriously sad when you can't manage to come up with a suitable direction for company comprised of some of the best WRESTLING talent in the world. Hmmm....

...Smackdown from 02-03,he built that show around straight wrestling with young, fresh talent in the forum of tag teams. Benoit/Angle, Rey/Edge and Los Guerreros aka, the SD Six carried that show for three solid months and put on countless great matches. And then he built Brock into the Franchise, booked sick angles with Brock and Taker, Show and Angle. He also booked the Angle/Benoit team into a great mini feud. And he never relied on his pasts successes.
bring back Bob Backlund!!!!
You're looking at it through the views of what Heyman is famous for and what TNA is doing with his former talent. But remember what he did as the booker of Smackdown from 02-03,he built that show around straight wrestling with young, fresh talent in the forum of tag teams.
The thing people seem to always forget about Heyman is that he is probably the most in tune to what the fans want. He proved it in the 90's, proved it again earlier this decade and showed he can give the nostalgiacs what they want with some modern premises with the One Night Stand ventures. I don't think Heyman would go to TNA to try and relive his past glories, the man has an eye for talent. Before Vince ruined WWECW and the December to Dismember PPV, Heyman wanted to push Punk by having him choke out Show for the first elimination of the EC and Show was fine with it, but Vince nixed the idea. That being said, TNA's young talent and resources would be a wet dream hypothetically for Heyman. The man made stars out of no talents like Tommy Dreamer, Tazz, Sandman, Raven and Rhino. Not solely due to the style they worked, but because of his ingenious booking. The man could hide anyone's weaknesses.
All that being said, I don't see him coming to TNA to take orders from Bisch or Hogan. Working in WWE and being chopped down so often from the McMahons left a sour taste in his mouth and I doubt he'd like to come back to take orders from guys that buried a company. And at this point, with TNA having exhausted all their avenues, besides actually trying to be a different, alternative product, giving Heyman complete power seems the only possible thing they could do to somewhat change the face of the company for the better. On the other hand, knowing how egotistical Bisch and Hogan are, TNA would more than likely create some tension if they forced those guys to take orders from someone that they probably view as inferior and beneath them and Dixie is certainly no Vince McMahon in the regard that she is a weak boss figure and couldn't make them do what she says.
I realize all of that. But I think you're giving TNA a little too much credit and just looking past the completely obvious of what they'd do with him.
They'd have him paired with Rob Terry billing him as "The Next Best Thing" within weeks.
