HHH even though Joe's ROH Reign was super-impressive.

Samoa Joe's ROH title reign was beast but it can't beat Triple H's awesome reigns.

Actually find Triple H overated, but he had a good enough run and at one stage was world class. If Joe's TNA Title reign was more of a standout this may have been a tougher one to call.

Joe doesn't compete on the level of Trips because not everyone saw his awesome ROH reign and in TNA he hasn't done anything in years. And his reign wasn't much back when he did matter. Trips was amazing pre 2001.

Easily HHH here. He has had a lot of top title reigns whereas Joe had the one really good title reign and it wasn't at the same level.
