Not always true. Kevin Owens debuted in May and was NXT Champ and still competed at Takeover, in August.

LOL, Stop posted that same message (Balor is not going up before the next takeover. He's facing Joe in a rematch) on the previous page.

But yeah, Finn didn't have to drop the title in order to show up on the main roster. As you stated, it didn't stop KO from appearing on the main roster and defeating Cena while still being the NXT champ.

I thought for a post-Mania show, it could have been a lot worse. The Main Event was a strange journey, and the Enzo injury turned the fans on their side, a bit, but the show over-all was solid to watch. However, no real stand-out matches to be honest. Lots of work was put in, but not a lot comes to mind when I think of the show. The eventual 4-Way build was exciting. The Main Event, though booked a bit differently than most main events, had some really solid wrestling involved.
