The Connery Bond Villains (1962-1971)
Doctor Julius No (Dr. No) - The entire basis of his plan was to sabotage NASA's work in Cape Canaveral by utilizing radio frequencies to disrupt rockets being shot out into space. To pull off this scheme, he uses an abandoned mining rig that has been converted into a nuclear base. He keeps the locals under his thumb, has ordered the death of dozens of people, and is just another cog in the organization known as SPECTRE (Special Executive for Counter-intelligence, Terrorism, Revenge, and Extortion). His plan isn't world-ending by any stretch of the imagination, and it's kept primarily localized within the Caribbean. Dr. No thus belongs in the 7th Circle of Hell (Irreparably Selfish).
Colonel Rosa Klebb (From Russia With Love) - Rosa is a Soviet defector who joins SPECTRE as a means to further her position in the world. Her plan involves tricking MI6 into stealing a Lektor decoding device as a means to start an international incident; to do this, Klebb uses one of her employees named Tatiana Romanov to unwittingly seduce Bond. She works with Tov Kronsteen to draft a SPECTRE hitman to aid Bond in stealing the Lektor device, then to kill both Bond and Tatiana after they cross the Turkish border, and escape with the device. As Klebb is simply a cog in the machine of SPECTRE, and is a willing participant, she belongs in 6th Circle of Hell (Malicious).
Tov Kronsteen (From Russia With Love) - Tov is the 5th highest ranked ranked member of SPECTRE, and is the head of planning within the organization. He masterminds the plan to frame Bond for stealing the Lektor device, while the organization steals it right out from both the Soviet and British governments. When this plan backfires, Kronsteen is brutally murdered on the orders of Blofeld. As the architect behind the plans, he was a willing participant of the evil schemes of SPECTRE; with this in mind, Tov Kronsteen belongs in 6th Circle of Hell (Malicious)
Auric Goldfinger (Goldfinger) - Goldfinger's master plan is to irradiate all of the gold in Fort Knox, rendering the United States' gold supply valueless, thus making way for Auric to raise his net value. It's a shockingly sophisticated plan that nearly succeeds had it not been for a last minute deux ex machina by the US Government. Goldfinger is a man obsessed with gold, and obsessed with his own wealth. He murders anyone and everyone that either gets in his way or might even pose a risk of divulging his plans. His biggest flaw was that he did not kill Bond when he had the chance, out of arrogance and a misguided belief that a better agent would actually thwart his scheme. 7th Circle of Hell (Irreparably Selfish).
Emilio Largo (Thunderball) - Emilio's plan involves stealing a set of nuclear warheads, then threatening world governments into extortionate amounts of money. Really is just kind of a plan to make a ton of money for SPECTRE, and that's it. Largo is in fact the #2 man in SPECTRE, and so it can be assumed he was one of the founders alongside Blofeld. As such, it can be assumed he's had even worse schemes; by the standards of a Bond villain though, this is actually fairly tame. He still belongs in 7th Circle of Hell (Irreparably Selfish) regardless.
Ernst Stavro Blofeld (You Only Live Twice/On Her Majesty's Secret Service/Diamonds Are Forever) - Amazingly, Blofeld, having been a part of nearly every major plot in the Bond universe up to this point, is a major villain in the series. Blofeld is the undisputed leader of SPECTRE, going by the moniker "No. 1"; In the three films where he is the primary antagonist, he attempts several schemes of varying degrees of evil. In YOLT, he attempts to start a world war between NATO and the Warsaw Pact on behalf of China by capturing space shuttles mid-flight on both sides. China would invariably benefit from this war by remaining neutral and staying intact as an industrial society. When this fails, Blofeld then develops a microbial virus which will destroy livestock and all grains, rendering a majority of the planet with massive famines; his goal is to achieve a pardon from the United Nations, and granted a county by the College of Arms in the United Kingdom. When this fails, Blofeld then assassinates James Bond's wife, which leads to the events of Diamonds Are Forever. Blofeld's new plan is to develop a laser which would destroy nuclear depots throughout the world, and extorting them for all the money in the world. He's undeniably an evil fuck, and the fact he continually escapes death to do more damage only expands on his legend. It's with this in mind that Blofeld definitely belongs in The Ninth Circle of Hell (Irreparably Malicious).
