Lots of suggestions so I think I'll just rapid-fire these with more shortform explanations for their rankings:

Randal Graves (Clerks) - Smokes pot, is a decent worker, and is a good friend to Dante, giving him advice when he can. I'd say he's also in Limbo (Flawed Neutral).

Omni-Man (Invincible) - Slaughtered hundreds of people for dogma and for the glory of his empire. He loves his son and probably can be redeemed, but those murders by and large overshadow anything he's done. Fifth Circle of Hell (Sociopathic).

Malcolm Merlyn (Arrow) - He causes destruction for selfish reasons, has had many people killed over the series, if not personally murdered them, and is primarily responsible for everything that happens in the series. Hard not to say he doesn't belong in The Seventh Circle of Hell (Irreparably Selfish)

Butters (South Park) -
Well, I'd have to think on it, but Butters is generally good-natured, he's a kid after all, and is usually pretty friendly. I think for the purposes of this thread, we'll go with the Stick of Truth to pinpoint where he'd belong in the list. He's a healer and essentially a paladin, he can also make himself the target of others' attacks to protect others, and he's among the nicest characters to The New Kid. He belongs in Purgatorio (Flawed But Good).

Anakin Skywalker (Star Wars) - Ah man. This one is also a tough one, specifically because he does attempt to redeem himself in the end and succeeds in bringing back balance to the Force. Yet his list of crimes and flaws are vast and deep. He's selfish, arrogant, independent-minded, balks at authority, and suffers from lust for his wife Padme despite his oaths, making him an oath breaker. Then he is a willing part of Order 66, and massacred an entire group of children who were looking to him for protection. Say what you will, but Anakin Skywalker, and by extension Darth Vader belong in the Sixth Circle of Hell (Malicious).

Light Yagami (Death Note) - He at first uses the book to kill criminals who have slipped through the cracks of justice, or are the dregs of society, but he goes completely mad with power, and falls victim to his greatest flaw, his narcissism. Even before he finds the death note, we are introduced to Light as him being an obsessive perfectionist who views himself as smarter than everyone around him. The Death Note merely allows his ego to grow as he fashions himself the god of a new age. He murders and tricks people around him, and continues a long series of vicious crimes that eventually end in his own death. Light definitely belongs in The Eighth Circle of Hell (Irreparably Sociopathic).

L Lawliet (Death Note) - Pretty quickly, this is a character who's flaw, like Light, is his narcissism. Though this version manifests largely in his criminal deductive skills and law enforcement; he considers himself the greatest detective in the world. Yet in the series itself, he's shown to flaunt rules and throw other people under the bus to do what he has to do to solve the crime. One of the first examples is his lamb-to-slaughter sacrifice of Lind L. Taylor. L probably belongs in The Second Circle of Hell (Mildly Sociopathic).

Let's see.

Roger (American Dad!) - Has committed various kinds of fraud, larceny, assault, and other kinds of crimes. He's not evil, just an alien with a lot of selfishness. 4th Circle of Hell (Selfish).

Mr. McMahon (WWE) - Okay. Sure. Let's go with his character, and his character only. Fired people unrelentingly, enjoys the pain of others, wanted Undertaker's wife raped by a biker gang, and has 100% sexually assaulted his own employees. Yeah... Ninth Circle of Hell (Irreparably Malicious).

Peter Venkman (Ghostbusters) - TBH he's kind of a normal snarky guy, but as a ghost hunter. He's a horndog, kind of a cynic, and also can be a jerk to his friends and others. He does care about New York though, and doesn't want people to be hurt or die, so he steps up heroically alongside the other Ghost Busters and saves the day, twice. Limbo (Flawed Neutral).

Eobard Thawne (The Flash) - If we're strictly sticking with "The Flash", let's see: His biggest sin is that he became a Nazi Collaborator, is power-hungry, enjoys people dying or in pain, consistently has schemes to fuck with Barry Allen. You could maybe make an excuse for the other stuff, but being a literal Nazi Collaborator puts Thawne directly in The Ninth Circle of Hell (Irreparably Malicious).

The funniest thing is his soul motivator for being a super villain was that the day that he got his powers he thought he would be recognized as a hero, but the flash would wind up getting the majority of the public support at the time and he thought that he was intentionally stealing his thunder so he decided instead of being a hero he would become his greatest arch enemy.

Michael Corleone- Godfather Saga

Michael Corleone (The Godfather) - He started out as a war hero from World War 2, but fell into the life of the mafia after his father's attempted assassination. For starters, he personally murdered at least 2 people, ordered the murder of the entire leadership of the other Five Families, had Frankie Pentangelli commit suicide, etc. You could probably order that the majority of these crimes were in defense of hearth and home; yet perhaps the most diabolical and evil thing he did was order the murder of his brother Fredo. While Fredo betraying Michael was a horrible sin, Michael had no need to kill Fredo. It was merely to satisfy his own thirst for vengeance and to protect his own ego in the eyes of his subordinates. Michael additionally beat his wife when she announced she was divorcing him and had an abortion, and shut her out of her kids life whenever he could. Michael Corleone belongs in The Eighth Circle of Hell (Irreparably Sociopathic).

For fun, I'll do Vito Corleone as well:

Vito Corleone (The Godfather) - Vito is a high profile don in the New York Sicilian Mafia, so he is of course a criminal by default. He's also a murderer, and a man who has no qualms about using torture, Intimidation, fraud, and other highly unethical methods of garnering wealth and power. Yet perhaps the most striking thing about Vito is that he also has a strict personal code of morality. He believes that family comes above all, loves all his children, and openly vows for people to spend time with family. He additionally does not take money when doing jobs for others. He believes in the ideology of quid pro quo, and Vito takes oaths and promises as sacred. Vito will never break a promise he has made to someone, so long as they don't break theirs. He also believes that drug trafficking is ethically and morally repugnant, which is why he pushes back hard against the Tattaglias in their effort to create a drug ring in New York. Perhaps the biggest factor to Vito is that he knows what he is, does not apologize for what he is, but wishes for his kids to not follow in his footsteps. Vito therefore, despite perhaps being the biggest mafioso in The Godfather, belongs in The Fifth Circle of Hell (Sociopathic).

Albert Wesker (Resident Evil) - Gee, let's see here. Murder, torture, manipulation, espionage, and committing war crimes for the sake of doing it. His entire raison d'etre is essentially to spread his ideology for super humans (since he himself is a product of eugenics). His betrayals and level of destruction throughout the whole series spreads like a plague, from his first treasonous actions the night he murdered James Marcus, to his dying breath in a volcano. Wesker belongs right in The Ninth Circle of Hell (Irreparably Malicious).
