Maybe... the Fingerpoke doesn't kill the ratings though and it seems like it's not clear who actually came up with the idea, just that Bischoff gave the green light

It did not, no. And I tell this to people all the time. WCW maintained a solid 5 for a month after that and did two of their top 10 ppv buys ever in February and March of 1999, but Nash's booking that starts either before or just after the fingerpoke leads to the downturn. Turn on a June episode of Nitro and see what Nash was putting out there.
