I would argue that it can be both a topic and a genre. Christmas can be considered a genre because a lot of them contain similar traits and there's that certain feeling that goes along with the movie that you don't get from other movies. Christmas can also be considered a topic when it's merely mentioned, or the plot doesn't revolve around the actual holiday.Every movie could be any kind of movie.. "Christmas" isn't a genre.. it is a topic. Drama, Fantasy, Comedy, Sci-Fi... etc.. those are genres.
A Christmas movie is a Christmas movie because it is set at Christmas time... thus Die Hard and Home Alone and many others are "Christmas" movies. But really Die Hard is an action film.. Home Alone is a comedy etc etc.

Or if you really want to only stick to the handful of genre labels that exist, I suppose they would generally fall under the genres of Fantasy, Comedy, and Family. But I feel like there are enough movies that revolve around Christmas to at least classify it as a subgenre. If Christmas isn't a subgenre, then Sports movies isn't a genre/subgenre either, and if we're really gonna go that far, then we may as well just go back to Shakespeare and only have two genres: comedy and tragedy
