Cena was good earlier in his career.. thuganomics and all that shit.. he was entertaining, it's when Vince put the company on Cena's shoulders that he got stale. Hogan, Austin, Cena... all the same thing. Once Cena retires and randomly appears like Hogan and Austin do now then he will start getting cheered again.
The reason why Austin worked was because he wasn't the top guy for a decade like Cena or Hogan. And fucking Vince is too gay to make a new star other than Cena.
They're forcing Orton to be that guy, but he can't work the stick.

I agree. Even in his US Title run, he had some fantastic brawls with Aaron Aguilera (Jesus). He became Captain Cardboard though when he won the WWE Belt. Vince has always had this thing about the WWE Champion being less aggressive than his opponents if the champ is a face.

I think that's half of it. I think the other half is that the Austin character didn't change much from heel to face, or tweener, if that is more accurate. Shawn Michaels, for example, was an excellent heel in his first heel run, but as soon as he became champ, he was putting on crappy promos and not wrestling nearly as good as before. That's a reason why he has always been more suited to not have a belt on him. Austin, on the other hand, was likely allowed to keep his character intact because Vince was so desperate to not lose to WCW that he was open to trying something different. Of course now, when he is not facing that danger, he is apt to return to what he prefers.

That has always been my biggest issue with Vince is how he feels he should change a character when that character gets popular. The man has a decent business mind but his creativity is always suspect.

Also, we should factor that Austin got his neck injury which led to more stars being made. Like back then we had The Rock, Stone Cold, HHH, Mankind, Kane, Undertaker and Angle.

Now we really just have is Cena, Orton, Bryan and Lesnar. Such a lack of stars. Although, Shield members are getting their fix to stardom.
