Probably not, which is a joke. That is how you set up a sure fire fail of a WHC reign. You can't just randomly throw the belt on him with no momentum, it's not going to fucking work.

He doesn't win matches, doesn't get promo time, doesn't get backstage segments, and isn't given anything remotely interesting to work with feud wise.

edit: Sorry, totally forgot he went over Santino last week. The Ziggler Express is really chugging along like a locomotive now!

He might still be able to make it work. It's very similar to what D-Bry was last year, so let's hope - just like Bryan - he can make it work whatever he is given.
