Roman / Rock would be way more interesting without the title. I'd still almost guarantee Roman winning in either scenario but at least with no title involved there's a chance Rock might win.

As to him having zero titles going into Mania, it all depends on if / how they split the titles. Whatever happens, Raw needs a fucking world title on the show even if it's Drew being there every week + SmackDown.

I don't even know if Cody staying healthy would have made a difference in regards to the title booking. I just don't see where he fits into it anytime soon.

Actually let me add onto that. Maybe if they decided Raw needs a world title then he would win the tournament or whatever but I don't see any scenario in which he beat Roman prior to Mania.

I personally don’t think the belts will be unified by Survivor Series. They love doing that Champion vs Champion shit.

RAW gets its belt back and Cody is the first to win it.

But now the Rumble victory just writes itself
