If he's above working with "lesser" talent he SHOULDN'T BE WWE CHAMPION.

He can be a special attraction and work 'Mania season without the strap. No different than Cena main eventing all of 2012 without it.

True, however the business was built around house shows at the time. TV was used to promote the live events of the week. Television wasn't made the priority until a little later. I'm sure though Hogan worked house shows. Either way a lot of people didn't like him anyway... :

It's not a question about being "lesser". He's been gone for so long and now is back full time for WrestleMania season. It's enough to work promos on tv and matches on PPV.

To be the champion you have to be 100% in it. You think Punk and Cena didn't work house shows? Rock should bare minimum work one TV match leading to PPV.
