As for not understanding it, it's always been for the MEN to bbbbbbee if you've won one world title, one upper singles belt like the Intercontinental, one singles belt below the secondary belt like the US Title, and one tag team title.
Bayley basically won 4 world titles. No man in the WWE would be considered a Grand Slam Champion if they won the WWE, Universal, NXT and NXT UK, but if they want to lower the bar for women, so be it.
