Man screw Micheal Cole and is overreacting ass. I liked how on RAW last week he said Orton wasn't wasting any movements while he was obviously giving his opponent a moment to get up. Just awful commentary from the guy. His voice makes me want to punch him square in the face.

No. Cole was accurate. Not wasting movement is different from resting.
Not wasting movement means every movement has a purpose in terms of debilitating his opponent.
An example of wasted movement would be the 'Five Knuckle Shuffle' or 'Rolling Thunder'.

While I see your point on the 5 knuckle shuffle and rolling thunder (which I see with a People's Elbow and raise you Hogan's leg drop) - thats just not how I took it watching the show. And his job is to sell the fake as real to the tv audience, is it not? He's HORRIBLE at it IMO. Just awful. I like JBL and yes even Lawler more than that piece of crap.

That's fair and I partially agree with you.
Wrestling should suspend disbelief and ought to be fun to witness.
Cole is dull. Hearing Cole is somewhat akin to watching a news broadcast. He is talented, but he sounds like a news anchor.
JR brings emotion and excitement. He takes moments and makes them legendary. Cole CANNOT do this. It isn't in his DNA.

Play by play is extremely difficult and JR wouldn't be so great today either. In a sense, WWE did him a favor. We've never had to see Ross regress the way Lawler has.
Michael Cole is like water. It's very basic, but it can also be the plainest thing. Water never lets you down, just as Cole won't let you down. Plain is plain though, dawg.

Yeah, I can agree to that. Good analogy with the news reporter comparison.
