Triple H is still the storyline COO is memory serves me correctly, so wouldn't he have to approve Shawn being ref? Why would he be surprised? Maybe I'm over thinking it

Decent Raw so far. U can tell everyone wants to play it safe though, that's why we're seeing alot of short matches.
