I am thinking kayfabe wise, the consistency isn't there. One week a wrestler can book his own matches and then another week the GM comes out and says that a wrestler can't book a match.

I am hoping for some dusty finish as well so that they have to make it a triple threat. It is the right match to book especially if Taker isn't wrestling this year.

Not really because despite being desperate you don't want to be stupid about it either. Logically getting a week off before a big match is smarter and gives him a better chance to win so don't see why it is odd to you at all.
