Because sometimes it's easier to get someone to tap out then pin them. Submissions hurt. You lock someone in one long enough they'll eventually tap. It's entirely different if Gargano doesn't have what it takes to actually pin the man. Plus, I think the story is also Adam Cole pinned him in the first fall. If it was a standard match, Adam Cole would have just won and be the champion.

I'd even fuck with a Last Man Standing rematch. That would be killer.
