You probably can, but the reason for rope breaks is literally the same reason you can't pin someone on the floor.

Steel cage match still require pins in the ring.

I mean you're right, it's just the way they made a big deal about it during the submission earlier, I guarantee you there's been cage matches before where rope breaks didnt count bc wrestling always changes the rules, I've seen triple threat matches end in a DQ and that's not supposed to happen

There's always your outliers, but normally triple threats are no dq and normally any match that's not falls count anywhere has rope breaks.
