clearly says the wincon changes

but doesnt say he gets offered to join scum like he lied to us

even if jeff didnt accept to join you, it clearly shows u r scum and responsible for potentially changing his wincon

Dude, for the millionth time: there's nothing in my PM to suggest I can do anything. I even asked Haza what the coal does and he didn't want to tell me.

All of this before any of this even became a thing. So why lie about it?

So I'll say this again, one final time:

In my role pm, it only mentions I have coal and I could give it to someone after (or during) N1. No specifics about what the coal does whatsoever.
This is in line with Jeff's PM that I just reread, that also does not specify what the coal does. It only says he'll be "successful" if he finds the holder of the coal.

The win condition being tied to the coal is purely speculation from your part. Also my win condition is pretty simple: All threats to Christmas need to be eliminated.
