Eddie Guerrero. I don't have a specific time though. He was good in WCW, good in WWE with the radicals, and even better with the lie cheat steal thing. (and yes he was a heel for some part of that)

Again, see above. Another extremely solid promo, and he eventually manages to get heat off of Chicago later in the night despite the fact they adore him. Yeah, it's nothing spectacular, but lots of promos like that are what makes a great heel.

Big Boss Man, he was "hated" more than anyone I ever saw after mocking Big Show's dead father, and pulling his coffin away from a car at the funeral.

Good pick I love Boss Man. I'll never forget when he fed Al Snow his own dog

JBL was tolerable. Triple H during his evolution phase, was not. Just nothing but talking...and more talking...and more talking. It's not like he was saying anything important either, it was just words that had no value.

Triple H was one of my favorite heels, but he was also one of my favorite faces.
Randy Orton
Undertaker, but again he was one of my favorite faces
Edge (off and on)
Damien Sandow, I just wish he wasn't a team with Cody
R-Truth
CM Punk, but he currently getting on my nerves
Vince McMahon
The Rock(corporation days)
The Miz was for a little while, although they were times I thought he should have turned face, but I didn't think that all the time. It wasn't until recently that I got completely sick of The Miz being heel.

and I am sure they are more....

I dunno as there are times when heels love the sound of there voice to much and promos last to long. Punk last nite for example and recently.

But fave of all time probs HHH as I used to mark for Rock so that whole feud drove me insane.
