So rather than wait until someone gets legitimately hurt and they sit with the potential of someone dying from brain hemorrhage as a worst case scenario. They block moves like that. All it takes is a very small slip to turn simulating someone taking a foot to the back of the head and being driven skull first into wooden planks, into someone actually getting their head driven into wooden planks by another mans boot.
Yes but as you said earlier with them trying to protect wrestlers by banning moves that haven't hurt anyone yet but a move that has ended a man's career that's fine to keep using......Samoa Joe still uses it tho. Last time I saw it was at Brooklyn 2.

Kidd's injury is considered an anomaly and they trust Joe to do the buster safely because it is a move which is much more easily controllable than gravity driving your foot into another man's head and straight into the ring

The buster comes down to correctly tucking the neck. The injury was a bit on both. Joe did it a bit too fast and Kidd didn't tuck properly in time for impact. If you tuck the neck correctly there is still a risk of injury obviously, since mistakes can happen.
