I'd go Sullivan tbh. But barely.

This is actually the toughest one in this round for me. On one hand I have to give Scott credit for the waves he made within the business, but also knowing how much bad he did for WCW, it almost cancells out the good. He was a liability and a hindrance, while Sullivan (while crazy in his own ways) was there from the very start and maintained a strong presence inside and outside the ring, always giving it his all for the company. Plus, he's a better wrestler. So yeah, Sullivan ftw.

This is definitely tight, but I'm giving the slight edge to Sullivan as well. He put the company over himself way more often than Hall did.
