He wouldn't. The only one who decides when the streak ends is the Undertaker. He has 100% creative control over it. And he has said that he will only offer it to some young talent that needs it.

Well, you know. I just learned to never, EVER, doubt that Cena can win a match. If the match happens I'll put my money on Undertaker, but you never know when it involves Cena.

They respected Taker too much to agree to it. I could see him offering to Cena since he's the biggest star to end the streak (might be WWE's way of trying to shove down our throats how great Cena is) but the thing that would ultimately kill it happening is Cena's own respect for the Dead Man.
