I don't think he ever really was a referee. He was hired by Heyman a few weeks before the Hell in a Cell screwjob.

He reffed a few matches before that. Vickie wouldn't have randomly put a guy in the WWE Championship match to officiate.

Regardless Maddox has no qualifications to run Monday Night RAW.

I don't understand why he isn't just wrestling or commentating or whatever it is he's in WWE to do.

Yeah, he was fighting before he was a "Ref" I think he had one match on NXT he was the ref of before being on Raw. Kayfabe wise he was only the ref at one point, but as a fan of Brad, I do approve.

He's a jack of all trades. Sorta like Matt Striker. I think he'll be great as GM, I don't see what you're issue with this is.
