yeah it's counter-programming. They aren't gonna compete with the NFL so they air shit that people who don't watch NFL will watch. The infomercial is paid programming and the dog stuff is for non-football fans. Same with Open House (They have an NYC one near me that airs Sundays on my NBC affiliate)
