yes. it appears a portion of town will be turncoat primarchs. Perhaps the mechanic EV took out was some sort of primarch mechanic around the already turned people (seeing as I have two alignments in my role pm but my win con only talks about imperium)

Players must vote on who to win the duel. Once majority is reached, the losing player will die.

If majority is not reached by days end, the player with the most votes to win, will win automatically.

I just noticed my character is also a primarch so uh... doesn't seem like a smoking gun to me at all.

Not sure I like the duel on the claimed Character Cop but I'd say Junks play warrants it. Her response to the wagon seemed pretty different from what I'm used to out of town Junk, this was just some limp-wristed token shade instead of full blown OMGUS.
