The first page doesn't say that.

It says, and I quote:

"There will be a lot of role overlap.
Some of the time it will be town/town, scum/scum, or even town/scum so I wouldn't hunt on this alone."

What this means is that there will be similar roles that essentially serve the same purpose. NOT that there are two of the same role.
