I really can't see The Rock being a surprise entrant unless he's agreed to work Wrestlemania and they're gonna jump-start a feud between him and Lesnar during the Rumble match (i.e. Brock loses the title, steals someone's number and enters the Rumble, dominates until The Rock comes out and eliminates him, then retaliates by F-5ing Rocky and costing him the match, etc.) Even then, I find it hard to believe they wouldn't promote THE ROCK being in the match just to add to the star power and unpredictability factor of who was winning (not to mention the extra Network subs.) I get the need for complete surprise moments sometimes, but...
Is The Rock vs Rusev still out of the question? Assuming Reigns won't be the 1 to beat him, Cena won't be (hopefully) and nobody else is most likely going to step up, can't we see Rusev take out The Rock as revenge for one of the incident during one of the 2014 RAWs? This could set up The Rock beating Rusev, who would still go over just being a threat to The Rock. Then again, The Rock would have to hold the US title which probably wouldn't be happening.

Stars are made at Mania, bro. They don't have to have Rocky or Cena who are mega-stars defeat Rusev.
A young, up-and-coming talent like Ambrose or Reigns, for instance could do that.

Quite frankly, I don't see Rocky at this year's Rumble, nor do I see him at Mania, but it'd be nice, though. Not to mention it means [HASHTAG]#MONEH[/HASHTAG] for the Empire.
The Rock tweeted today that he was in Philadelphia and he was spotted with WWE crew in his hotel.
Could he be shooting a documentary or something? Possibly. Will he be a surprise entrant tonight? It's a high probability.
As as reported last night, The Rock posted a photo of himself on the streets of Philadelphia, the site of tonight’s WWE Royal Rumble PPV, and it has lead to obvious speculation that he might be making an appearance at the PPV.
According to F4WOnline.com, word is The Rock will indeed be appearing at the PPV tonight, but there is no word as to what he will be doing on the show.
Rumors have been circulating that The Rock might be facing Rusev in a match at WrestleMania 31, but that does not appear to be the case.
WrestleMania 31 matches with John Cena and Brock Lesnar have also been rumored for The Rock in the past year, so it will be interesting to see how he’s used tonight.
