Depends on who owns the rights to the song. There's an even chance that the writer owns the rights and has just licensed them to NJPW. If that's the case, the writer is within their rights (unless otherwise stated in the licensing contract) to license them to WWE. This particularly holds if the rights licensed to NJPW were for Japan only and those licensed to WWE were US-only or some-such deal.
